Horse keeps putting his head down, help?

Your horse could just be super relaxed. Some western trainers really encourage having their head down, but idk if that applies to your english horse lol. He might be having fu with the bit too, but I wouldn't discourage him doing that because i like a horse who is intrested in the bit rather than just ignoring it. Anyways your horse could just be real relaxed.
