If youngsters commit crimes parents are to be blamed?

The parents do get blamed. Due to the fact that they are minors and it's the parents responsibility to control their child. I honestly think it's crap. Technically I say both, but mostly the child's fault. The parent because they lost control or never taught their child what is "right" or at least not to commit crimes. But ultimately everyone has free will and will do what they do. No matter what age a person needs to be held accountable for what they do. If the punk commits a crime then there should be punishment. As a kid, when we do something wrong and the punishment is a spanking or timeout, we learn not to do that again because there are consequences. So no matter what the age, a person needs to be punished for wrong doing. Charles Manson's parents were not punished for his crimes, yes he was an adult when he committed those crimes, but the fact stays the same. Punish the person committing the crime.
