My 14 year old cousin wants to drop out to get his GED?

The public schools have to take him. It's not an option. And no, he can't get a GED at 14. Depending on the state he lives in, some let you take it as young as 16, others not until 19. And he wouldn't pass it if he tried to take it now; 40% of graduating seniors fail it.
